Buster was describing Molly and Arthur's rivalry through ancient times, the Wild West days, and the days of your grandmother and grandfather, when suddenly, he got a message, hence the title card.
In the introduction Buster talks about how some kids can not get along. The Tough Customer’s and Arthur’s friends are seen arguing as cavemen, famers and ranchers, and as teenagers from the nineteen-fifties.


After the title card, when Arthur and D.W find out that the community pool is closed for repairs, they try to find other places to cool off. They try the Tibbles' pool, but it was loud and the pool popped. Next, they tried Muffy's pool, but Arthur's foot gets hit. Then they try the Senior Center's Pool, but it was full of ladies and the water was hot. Finally, they try the [[library]] since it has air conditioning until a kid coming out of the library tells them the air conditioner is broken.

They soon give up all hope, but then they go to The MacDonald's pool. That's when they discover James' sister is Molly. At first, Molly insults Arthur and makes one side of the pool for herself, and one side of the pool for James, D.W., and Arthur. Eventually, Molly befriends Arthur and D.W., but they can't get seen together or they will be mocked by their friends. They almost get busted on many occasions, but when [[Slink]] and [[Alan Powers|Brain]] see them walking off together, it goes over the edge.
On a very hot day, Arthur and D.W. go to the community pool but find it closed for repairs. They try  the Tibbles’ pool until the Tibbles wreck it. At Muffy’s pool, Muffy makes them work her pedalo. Grandma Thora takes them to the Senior Center pool, but the water there is too warm. They try the normally air-conditioned library, but the air conditioner there is broken.


Buster, Francine, Muffy, and Brain (Arthur's best friends), and Binky, Rattles, and Slink (Molly's best friends) plan to do something about them and go to confront them at the MacDonald's pool, only to find Molly there. The friends think they may have stopped any sort of friendship from forming between Arthur and Molly, but are wrong as Arthur and D.W. hid away from plain sight before the group of friends arrived and Arthur and D.W. eventually head off towards the community pool.
On their way home they come by the house of D.W.’s friend James. The McDonalds do have a pool and Mrs. McDonald lets the children play in it. James’s sister Molly (the Tough Customer) wants to stop them, but D.W. refuses to leave.
 
Molly talks to Rattles on the phone. He advises her to make Arthur’s stay unpleasant, so he will not come again.
 
Molly banishes Arthur, D.W. and James to a small section of the pool, but they have so much fun that she relents and plays with them. She teaches Arthur to throw a basketball, and Arthur teaches her to squirt water from her palms.
 
After swimming they get ice cream at the sugar bowl. When Rattles walks in and sees Molly with Arthur, she is embarrassed. Arthur makes it look like she had forced him to buy her ice cream because he used her pool.
 
At the park Arthur and Molly agree to pretend not to know each other when their other friends are around. Muffy sees them shake hands.
 
Muffy tells her friends that Arthur and Molly are in love. Buster visits Arthur to see for himself. Just then Molly brings Arthur a ball. When she sees Buster, she pretends to be angry at Arthur. Arthur tells her to meet him at the library.
 
At the library Arthur gives Molly a book on finger tricks. When Slink walks by, they pretend to dislike each other, then they go to play basketball. Both Brain and Slink see them walk together.
 
Arthur’s friends have a fantasy of Arthur becoming a bully while the Tough Customers have a fantasy of Molly becoming a nerd. Both groups decide to put a stop to it. On their way to Molly’s house they team up.
 
When they do not find Arthur with Molly they are satisfied. Both third graders and Tough Customers go out for a milkshake to celebrate not becoming friends. When they are gone, Arthur and D.W. pass by on their way to the reopened community pool. Arthur and Molly playfully trade insults but part as friends.

"Arthur Makes Waves" is the first half of the sixth episode in the ninth season of Arthur.

Summary

The community pool is closed for repairs, so Arthur and D.W. accept an invitation to James' pool. Arthur ends up discovering that his old nemesis, Molly, is James's older sister.

Plot

  • When D.W. shows up at James's pool, he asks, "You're not here to kiss me again, are you?" This refers to "Kiss and Tell."
  • Molly's hangout at the school playground in "The Law of the Jungle Gym" makes a brief appearance in a flashback.

Errors

  • Molly in a swimsuit looks like a teenager, even though she is supposed to be nine.
  • In Slink's imagination, the red lightning bolt on his shirt disappears for a second before he drops his tray.
  • When Molly directs Arthur and D.W. on which side of the pool they're allowed to play in, her legs and lower torso are not visible in the clear water.
