Bud is the husband of Loretta and father of three children: Monique, Ricky, and an unnamed girl. He was first mentioned in the book Arthur's Birthday (first published in 1989) when he sent three dollar bills for Arthur's birthday, but did not attend the party. He became a character in the cartoon and only appeared in Arthur's Cousin Catastrophe.
