Doctor Jay is a radio D.J. known the majority of his weather predictions being wrong. He thought that Elwood City would not have a blizzard "The Blizzard". But he did predict that a blackout would happen in "The Blackout", which was correct.
In "Binky Rules" he assigned a band named Binky to put in graffiti saying "Binky Rules" on a brick wall by the school. The janitor, Mr. Morris, accused Binky of writing it. Doctor Jay told him that it was his fault when he assigned the band to do it, and not to blame Binky Barnes.
