Doctor Jay is a radio D.J. who is known for his weather predictions to be wrong. For example, when Elwood City had a blizzard "The Blizzard". But he did predict that a blackout would happen in "The Blackout", and his prediction was correct.
In "Binky Rules" he assigned a band named Binky to put in graffiti Saying "Binky Rules"on the School Wall. The janitor Mr. Morris accused Binky for writing it. Doctor Jay told him that it was his fault when he assigned the band to do it.
