Rocky is the strict Camp Meadowcroak boys' counselor who appears in the book Arthur Goes to Camp. Rather than advise the boys, he demands they do better next time, and shamefully admits "I'll never live this down" and hides in his cabin when they do fail. Rocky never made it to the animated show and has not reappeared in the books since.
