Bulent Karabagli was a storyboard artist for Arthur. But he was mostly a character designer (and character design supervisor), and a layout design supervisor for a few episodes.
He's also the voice actor behind Adil's father on the Arthur episode, "Dear Adil".
Karabagli Real Estate is likely a reference to him.
