Bruce Smithee

Bruce Smithee was a voice actor on Arthur's Missing Pal, where he voiced both Binky Barnes and David Read. The two characters are voiced by the same person, Bruce Dinsmore in the regular Arthur series, and Bruce Smithee is the only other voice actor to voice either one to date. Smithee is not known to have done any work on the regular TV series.
