Mr. Elkin is a substitute teacher that Arthur's class had. He was only seen in a flashback. The class didn't like him because he would accidentally knock the kids over with his antlers. He was ranked #3 of the worst substitute teachers behind Mrs. Bofini, according to Arthur and his friends.
