Doctor Jay is a D.J. who is known for his predictions all Wrong when Elwood City had that Blizzard in the episode "The Blizzard". He also Predicted that the Blackout in the episode "The Blackout". and it did end that evening.
one time In "Binky Rules" he assigned a band named "Binky" to put in graffiti Saying "Binky Rules"on the School Wall. The Janitor accused Binky For Writing that up. Then Doctor Jay then tells the janitor that it was his fault when he assigned the band to put on Graffiti on the school.
