Ms. Cecilia Tingley is the secretary of Mr. Haney at Lakewood Elementary School. She becomes the temporary principal when Mr. Haney leaves to build a school in Tanzania in "The Hallway Minotaur".

Personality

She hates being in dangerous magic tricks, as seen as in "Draw!". She wrote the "Complete Student Rule Book" and is very strict when enforcing school rules. She seems to be nervous about a lot of things. She also seemed to ignore the needs of others as is the case with Mrs. Macgrady in "Arthur Takes a Stand" where she ignores Mrs. Macgrady's request for an assistant and claimed she will "consider" asking the school board for more money to hire an assistant.
