The Capitol tour guide was an unnamed character that gave Arthur's family, among others, a tour of the State Capitol Building in a flashback in "Grandpa Dave's Old Country Farm." He spoke slowly, used big words, and was very boring. In "D.W. Goes to Washington," he gives them an equally boring tour of the United States Capitol rotunda.
