"Binky Rules" is the first half of the 6th episode of season 3 of the animated children's series Arthur. It originally aired on November 9th, 1998.
Plot
When graffiti stating "Binky Rules" mysteriously appears on the walls of the school, everyone thinks that Binky wrote it. Buster and Fern, who are well known for being good detectives, attempt to prove that Binky didn't do it. After more investigating, they realize that the graffiti was done by an unknown band called Binky to promote their band. Värttinä guest stars as the band Binky.
