"Binky Rules" is the first half of the 6th episode of season 3 of the animated children's series Arthur. It originally aired on November 9th, 1998.

Summary

When graffiti stating "Binky Rules" mysteriously appears on the walls of the school, the faculty thinks that Binky was responsible for it. Buster and Fern, who are well known for being good detectives, attempt to prove that Binky did not do it. After more investigating, they realize that the graffiti was done by a radio station to promote a band called Binky, who sung the song.

Plot

When graffiti mysteriously appears on the wall of the school that says "Binky Rules", everybody think that Binky did it. He admits many times that he didn't do it but almost everybody doesn't believe what he says. After a bit, they give up on Binky as the suspect and Buster and Fern become detectives. They look for evidence. Buster thinks that Binky has an evil-twin that is trying to get him into trouble, and Fern believes that it was Mighty Mountain's soccer team is trying to get him into trouble. After investigating more deeply, the figure out that it was done by a band called Binky. Värttinä guest stars as the band Binky.
