Mayor Hirsch is the mayor of Elwood City. His name is most likely a reference Peter K. Hirsch, a writer for Arthur.
His character model was reused for the President in a Bionic Bunny episode in "Buster's New Friend.
Appearance
He is a poodle with a brown skin complexion (the same as Mr. Ratburn's) and he wears a mayors uniform; a striped sash that is gold, white, and blue, a red tie and a red tie alongside a blue tuxedo and brown dress shoes.
