3rd Grade Male Rat is an unnamed character who has appeared throughout the series. He is a student at Lakewood Elementary with a background role. For example, he plays the flute for the school band in Elwood City Turns 100! His only line occurs while he is walking past Buster, Arthur, and Binky in the episode Buster's Growing Grudge, muttering to himself in a worried tone, "Oh, dear... oh, my... oh..." after Binky claims he likes "to laugh as much as the next guy."
