Demetre Winston Demming-Adams is an O.C. Arthur character created by and modeled after Wikia member WillTheArthurandBusterFan5050, using Francine Frensky and Muffy Crosswire as references.
Demetre is a male 8 year old monkey with Asperger's syndrome, just like Carl the rabbit http://arthur.wikia.com/wiki/Carl and he too has an interest in trains but bigger than Carl's. In time he does meet and befriend Carl.
Demetre isn't from Elwood City, he's from Gary, Indiana but has moved to and out of Elwood City. He too has trouble functioning socially.
