Toby comes from a wealthy English family. Toby was on a tour of America with his parents, and he intended to go to [[Crown City]], but his chauffeur got lost and they ended up in [[Elwood City]]. Since Toby and his parents needed somewhere to stay, they changed their plans and decided to look around Elwood City for a two days. When Toby visited [[Lakewood Elementary School|Lakewood Elementary]], he decided to join in with a pop quiz with the rest of [[Nigel Ratburn|Mr Ratburn]]'s class. Toby aced the pop quiz, and even does better than [[Alan Powers|The Brain]]. After school, Toby joined a football game with the third graders and scored a hat trick, beating [[Francine Frensky|Francine]]'s team. Toby appeared superior compared to the other third graders, and he managed to order the most expensive item at [[The Sugar Bowl]] that even [[Muffy Crosswire|Muffy]] couldn't afford. The next day, everyone had grown jealous of Toby who excelled at everything he did and could have anything he wanted having come from a rich family. Toby was upset that everyone thought of him that way, so he tried to make up for it by buying all the third graders a massive box of chocolates before he left. However, everyone just thought he was showing off, so they didn't except his chocolates, much to the surprise of [[Buster Baxter|Buster]].
