Tracey Hoyt is a voice actress on Arthur. She voiced Ursa Merkles in the episode "Best Enemies." She also voiced a Pretty Pioneer doll in "Muffy's Classy Classics Club," the episode that aired with "Best Enemies. She was born in Chantam, Ontario.
