Ted Glass is a one-time character from the episode, "Arthur and the Very Mean Crossing Guard."
Ted, being a bit of a jokester, kids Arthur and Brain that from now on they have to pay $10.00 to cross the street; he jests that he will send his 'goons' after them if they refuse to pay. He also kids them about their faces being on a Wanted Poster at the Post Office.
At the end of the episode, it is revealed that Grandma Thora is friends with Ted, whom she refers to as a 'pussycat'. After Thora inquires about the situation, Ted apologizes, and Arthur and Brain become friends with him.
