Seymour Turkel is an Elwood City history expert. He wrote the book Elwood City: From the Mesozoic to the Present. He appeared in the episode "On This Spot," where he gave Arthur information on how to get an Elwood City tree made a landmark and showed him some other interesting things about Elwood City. He is recommended to Arthur by Mr. Ratburn, a fan of his book. Mr. Ratburn mentions that he is very thorough in his books and tells amazing stories. He also has a large number of cats.
