Princess Philomena was Muffy's homemade dummy from "Arthur's Dummy Disaster." Technically, she was not a true ventriloquist dummy because of the tape recorder on her back. The tape recorder was also her downfall, repeating like a broken record until Muffy couldn't take it anymore, throwing the dummy away in the garbage.
