Mr. Higgins is the Elwood City mail carrier. In the episode, Buster's Special Delivery, he gives Buster advice on being Lakewood Elementary School's student mail carrier. In Arthur's Pet Business he refers to Mrs. Woods' dog Perky as Jaws.
