Mr. Bagelman is the personal tutor of Binky Barnes who visits his house weekly to assist him with his schoolwork, such as studying for tests and quizzes.
Information
While asking Binky how Buster could prevent himself from flunking the 3rd grade, he suggests that Buster should get a tutor.
"What Buster needs is a tutor."
"What's a tutor?"
"A private teacher. Mine's Mr. Bagelman. He comes every week and helps me study."
