Ming Tsai is a cuisine chef and the host of several Emmy Award-winning cooking shows. He appeared on Arthur in "What's Cooking?", where he was the judge of the kids' cooking contest. Although they thought he was mean, serious, and rude because he was a celebrity, he turned out to be very friendly and encouraging.
His character model was reused in "The Frensky Family Fiasco" as a judge of Starcast, although renamed "Horace". He did not voice himself in this appearance.
