Francis Wheaton (called "Wheatey" by his friends) was an architect in the early days of Elwood City.

He was the designer of Jacob Katzenellenbogan's saw mill, which was the backbone of a small lumber town that would one day become Elwood City.

Over 100 years later, in "Get Smart", Hugo mistakenly said that Francis was the actual owner of the mill because his name was in the caption of a photograph on a newspaper article.
