Mayor Hirsch is the mayor of Elwood City. He is a poodle. He is likely a reference to Peter K. Hirsch, a writer for Arthur. He looks like a mix between Mr. Ratburn and a poodle like Prunella. It could be possible that he is both, but we assume that he is a poodle.
Appearance
He has a brown skin complexion (the same as Mr. Ratburn's) and he wears a mayors uniform; a striped sash that is gold, white, and blue, a red tie and a red tie alongside a blue tuxedo and brown dress shoes.
