On Twitter (and probably anywhere else he is on social media), Arthur is asking for you to give him an idea for "an upcoming season" (like he has done before). If that means all of season 18 and 19 have both finished production, then that pretty much implies season 20 is happening.
(For the record, putting your idea in the comments section of this blog doesn't count. You have to go directly to the Twitter post or the same posts that have been made elsewhere by Arthur on another social media site.)
