According to IMDb, "Tibbles to the Rescue" will be the eighth episode of the eighteenth season of Arthur. It will be written by Matt Hoverman and will star Jacob Ewaniuk as Timmy Tibble and Devan Cohen (a new voice actor) as Tommy Tibble.
The episode is not confirmed by any other sources, and according to Marc Brown Studios, storyboarding for season 18 was only started in December 2013.
