Condensed Milk is cow's milk with the water removed. It was only shown in the episode "Cents-Less" when Mr. Ratburn decided he wouldn't use money for breakfast and only found it and some nuts.
He combined both items, creating an un-favorable meal and decided he would use his puppets in order to receive "food payment".
