"The Wind in his Hair Guy" is an unnamed character that bought a terrible car from Mr. Crosswire.

Unknown Male Bear (Number 2) is a character on Arthur
He buys the car in the opening of "Buster's Sweet Success". Mr. Crosswire tells him that he looks like a man who likes to feel the wind in his hair. Since he is balding, he takes it as a compliment. Despite the car having no wheels and being in awful condition, he takes the deal because of how low a price Mr. Crosswire could offer for it.

In Buster's Sweet Success, He bought a 1972 three-door Canberra Emu from Mr. Crosswire.
In the title card of the episode, his car is seen being towed by the mechanic, with him waving to the audience.

Also in the same episode. The title card of "Buster's Sweet Success", his car is seen being towed by the mechanic, with him waving to the audience.

He returns in "Elwood City Turns 100!", giving Francine and her father a ride after the garbage truck breaks down. Either because the car cannot handle high speed, or because he is a cautious driver, he drives at an annoyingly slow speed. He also stops to let a duck cross the street, similar to what Brain described in "Waiting To Go".

Trivia
*There is a chance that he is Matt Damon's lawyer's assistant, because when Matt Damon was reminded about the car that the assistant bought from Mr. Crosswire, he called the car a 'lemon'. Then again, he may not have been the only person Mr. Crosswire has tricked.
